Abstract

The rapid growth of population density and activity in Deli Serdang Regency has led to an increase in traffic flow that is not proportional to road capacity, particularly on William Iskandar Pasar V Road, which is equipped with a U-Turn facility. The presence of this U-Turn causes vehicle speed reduction, queuing, and a decline in traffic performance. This study is based on the Indonesian Highway Capacity Guidelines (PKJI) 2023, the Regulation of the Minister of Transportation No. PM 96 of 2015 concerning road level of service, and the U-Turn Planning Guidelines 2005 as references for alternative solutions. Data collection was carried out through primary data from direct field surveys (traffic volume, side friction, speed, and road geometry) over seven days during peak hours, as well as secondary data from relevant institutions. The data were processed and analyzed using PKJI 2023 calculations and simulated using PTV VISSIM software. The results show that the highest degree of saturation reached 1.35 on weekdays with a level of service F, along with significantly long travel times and queue lengths for vehicles performing U-Turns, and an accepted VISSIM simulation validation (GEH 3,565).
